Salvatore Nesci, 55, is charged with sexual assault in the fourth degree and disorderly conduct, Cromwell Police said. He was arrested on Halloween after he turned himself over to police.
He was released after posting a $5,000 bond, authorities said.
Police did not detail what led to the charges or any information about the case.
A representative from the Cromwell town manager's office said Nesci is on paid administrative leave until further notice.
